WHEREAS, The governor submitted to the Legislature the
executive budget document, dated January 9, 2002, which included a
statement of the state fund, general revenue, setting forth therein
the estimate of revenues for the fiscal year ending the thirtieth day of June, two thousand two; andWHEREAS, The governor, by executive message dated the seventh
day of March, two thousand two, has increased the revenue estimates
for the fiscal year ending the thirtieth day of June, two thousand
two; andWHEREAS, It appears from the governor's executive budget
document and executive message there now remains an unappropriated
balance in the state treasury which is available for appropriation
during the fiscal year ending the thirtieth day of June, two
thousand two; thereforeThat the total appropriation for the fiscal year ending the
thirtieth day of June, two thousand two, to fund 0186, fiscal year
2002, organization 0201, be supplemented and amended by increasing
the total appropriation by four million six hundred eighty thousand

appropriation in a new line item for lease rental payments;

by adding one hundred twenty-five thousand dollars to the line
item Unclassified; to the department of health and human
resources-office of the secretary, fund 0400, fiscal year 2002,
organization 0501 by adding one million to the existing
appropriation in a new line item for rural health care providers
revolving loan fund; to supplement the department of agriculture-
state soil conservation committee, fund 0132, fiscal year 2002,
organization 1400 by adding two million dollars to the existing
appropriation; and to supplement the West Virginia development
office, fund 0256, fiscal year 2002, organization 0307 by adding
three million seven hundred fifteen thousand three hundred twenty
